Installing the Sim deleter Plugin

I have been trying to figure out how to install the Sim deleter plugin. I have been told that I am suppose to put the folder and file in the Plugin file where the SimPE files are located but is there anything else I need to do to make it work. It sill isn't showing up in the SimPE when I open it? 

I want to remove duplicate chacter files that are cluttering up my game and from what I have read this is the best way to do it.

Make sure Resource Actions are actually visible. It took me an age and a half to realize why I wasn't seeing anything.
