roommates.. can you creat them?

In theory, yes.

My updated Teleporter for Apartment Life now has a complete submenu of all the known Special families, so you can make a sim into anything from a Townie thru Asiatic Local, to a Bob the Builder.   (NB the make selectable and zap options are now fixed to be sensitive to room mates)  I believe roommates are drawn from a social group like the apartment neighbors.  But I think you can also ask a normal sim to be a roomie if they happen to be visiting the lot.  Not sure.
