Electrocutes sims.

Electrocution. Can occor when a sim repairs an electrical object/plays with evil kite. Yellow.

There has been a DC for AL for a few days now.  Of course, it's not in it's final state yet, as I'm sure Pescado will be adding more AL-specific fixes to it when he gets a break from urgent bug fixes and finds time to play the game.

One of those in every room could make the game much more...I don't know. I just want to see one.
