What does lot debugger do and how do I use it?

   First, please accept my apologies if this is the wrong forum or the question is stupid, but I'm new here and I've done several searches and can't find info on the lot debugger.  I found the download but I want to know if I need it and how to use it.  I've had neighborhoods crash and burn on me before and my current neighborhood keeps coming up with "objects errors (?)" on a particular sim.  I'm afraid I'm headed for another trashed neighborhood.  I've read praises for the lot debugger on MTS2 but no real info.  Help!!!

The manual is in the zip file along with the debugger. It is cleverly named RTFM.
